Police cancel all leave and deploy riot squads; heightened alert to remain until official election certification is complete

As South Korea prepares to elect its 21st president, the Seoul Metropolitan Police Agency will activate its highest level of emergency readiness, known as “Level A Emergency,” to strengthen security at polling and ballot counting stations.

In a regular briefing held on the 2nd, the Seoul Metropolitan Police Agency announced it will declare a “Level A Emergency” starting at 6 a.m. on March 3, when official voting begins, and maintain it until the newly elected president arrives at their office.

“Level A Emergency” is the most heightened alert status in the police security protocol. Under this directive, all officers' leave is suspended and 100% of available police personnel are mobilized.

To ensure election security, the police will deploy 4,500 officers to patrol 2,260 polling stations throughout Seoul. Armed police units will also escort and protect the transportation of early and main election ballots, as well as home voting documents.

For the ballot counting process, approximately 1,200 officers—around 50 per center—will be assigned to each of the 25 designated counting sites. Riot police units will be stationed in four key districts—Mapo, Dongdaemun, Yeongdeungpo, and Gangnam—to maintain public order until the counting concludes.

Once the National Election Commission issues the official certificate of election to the winning candidate around noon on March 4, the Presidential Security Service will take over responsibility for the president-elect’s protection.

Park Hyun-soo, Acting Commissioner of the Seoul Metropolitan Police Agency, stated, “We are in a state of the highest alert in connection with the election,” and emphasized, “We will ensure that there are no lapses not only in election security but also in public safety.”
